Notice to ruleset not being read - MS 4.78.15-1

Just adding a me too. I'm getting the following error now:

Final-Recipient: rfc822; /etc/mailscanner/rules/notices.to.rules@<my 
email host name>
Original-Recipient: rfc822; /etc/MailScanner/rules/notices.to.rules
