Postfix 2.6.2 , Mail Scanner 4.78.1.1 and BSD/OS 4.3.1

Right I am trying to follow the instructions on MailScanner on how to adding 
into POstFix, turn both MailScanner and Postfix on and everything is in the 
HOLD queue and nothing is passed into incoming.
