No, it's not.

It's created so that, when one MailScanner child starts an expiry run of 
the SA Bayes database, other children know not to do the same. I suspect 
it also tells the other children that the Bayes database is locked, so 
don't wait for it if the MailScanner.conf says to not wait for it.
