phishing.bad.sites.conf v ScamNailer

This issue is resolved. I updated to latest stable at the same time which 
reenabled the cron.daily that I had removed. Though, on quick glance the 
update_bad_phishing_sites looks the same. So, I still think it might have 
been an issue on the remote side.
