HTML Templates stripped on internal mail

Putting aside the debate about 'pretty' email...
 
We have noticed that HTML-formatted emails sent to external email addresses
are received as intended, but mails sent to internal addresses get stripped
back to plain ASCII text.
 
What's worth tweaking?
