Mailscanner not tagging spam

OK, the problem is that SpamAssassin doesn't seem to be working properly. 
The spam messages that are being found appear to be found in the
SpamAssassin cache.  Internet headers show a score of 0 for what are clearly
spam mesages.

Spamassassin works in debug mode, ie, "spamassassin -tD < spam.msg" works.
