New beta release 4.68.3

Sweet, thanks.  Just thought it was oddity since another postmaster here
asked about it when they saw the log actions.

Fixed for the next release.
I have added a line that deletes the "deliver" action if the "delete" 
action has been supplied. Okay with you?
