Restricting message size per recipient

Hi,

I'd like to limit the size of the message sent/received by users based on
the email address of that user.   I can do this at MTA level but for all
users.

Can I do this from MailScanner?  I'd like to set the maximum in my MTA and
lower that limit for the rest of users.
