Bug fix for Exim queue handling: where to send it?

Please send it to me at mailscanner at ecs.soton.ac.uk, together with an 
explanation of exactly what your patch fixes and how. I tend to 
reimplement patches myself, unless they are very short and obviously 
correct (and in my coding style :-)
