Is there a spam check for x-enevelope-to != rcpt-to field

I assume you mean the
    X-Envelope-To
header and the
    To
header. There is no requirement for these to be the same, as any mailing 
list posting will show you. You cannot use the difference to detect 
spam, as you would fire a false alarm on every mailing list posting.
