Well sort of not, but if you think about what should MS do if there's more than recipient and there's conflicting actions? Answer - it uses the Envelope-To: in order to decide which is only one recipient!

So in order to achieve what you want you want, you need to split the email into it's individual receipts no matter what solution you use.
