Enabling bounces

Because bouncing spam is not generally recommended and this is Julian's 
way of making it harder to enable it.

How about:
• a ruleset to set "Is Definitely Spam" to yes for his messages (make 
sure you also have "Definite Spam Is High Scoring = no"
• a ruleset to set "Spam Actions" to bounce for him only
• and a ruleset on Enable Spam Bounce to enable bounces for his IP only
