Filename Actions, deliver not quarantine

Hey guys,
                Is there any known method of being able to deliver, not
quarantine, messages with bad file names/types eg; Spam Actions = deliver
header "blah:" ?  It would be handy to deliver file type/name violating
messages with header modification, so we could then sort to a Filtered/
Maildir folder by the local delivery agent downstream, instead of
quarantining.
