Rules for blocking in & out bound mail without address

Thank for your kindly suggestion, because I seen my server was receiving the
spam mail is no sender address, and some user pc was sending out a spam is
invalid receiptent address , so I think need to block it directly, when the MS
checked the mail is missing the sender or receiptent address, it will reject
and delete .
