Rules for blocking in & out bound mail without address

You mean block email for invalid recipients??? This is best done at the
MTA level.. which MTA?

Or you mean spam from certain people? I'd suggest adding more rules to
Spamassassin (eg the SARE rules from www.rulesemporium.com).
