I believe it's enabled as a SpamAssassin plug-in. In our setup it can be
enabled by editing the file:

/etc/mail/spamassassin/v312.pre

If you have all the prerequisites installed just uncomment the line:

#loadplugin Mail::SpamAssassin::Plugin::DKIM
