VERY interesting.
I'd made this change before, and hadn't correctly identified the
/var/lib/spamassassin heirarchy within MailScanner.conf. As soon as I
did this, the update rules took precedence.
Is spam.assassin.prefs.conf supposed to act as an override on anything
in the standard rules directories?
