That supports my guess about your user account being able to run the tool
(jpegtopnm) but the user which runs MailScanner can't.

So now, repeat the same test but with a su:

su - <MS-user> -c "spamassassin -x -t -D FuzzyOcr < ocr-jpg.eml"

if the user has no shell you'll have to omit the "-".

That means you are using an older version of FuzzyOcr, no problem, just makes
finding the problem more difficult.
