I use mailwatch and it has a plugin for Mailscanner to enable it to manage
whitelists, blacklists and per user spam thresholds.
Perhaps that would be sufficient to do what you want?

Subject: using mysql w/ spamassassin in a MailScanner stack?

  Hi all,

I would like to use MySQL to manage the per-user settings for SpamAssassin
(i.e. database replacement for user_prefs), as per the following document:

  http://wiki.apache.org/spamassassin/UsingSQL

Of course, the document assumes that I’m using spamd, which obviously isn’
t the case on a MailScanner system. Has anybody had any success making this
work in a MailScanner setup?

  Thanks!
