Problem with rulesets

-rw-rw-r--  1 root   apache  200 Sep 19 18:24 spam.action.rules

The apache bit was added recently because i installed MSRE after puling my
hear out adding rules manually. It didnt change anything. Either way
everyone has read permissions for that file.
