Problem with rulesets

My Mailscanner install is not picking up my ruleset config!

Here is what is in my MailScanner.conf

Spam Actions = %rules-dir%/spam.action.rules
%rules-dir% = /etc/MailScanner/rules

/etc/MailScanner/rules/spam.action.rules contains the following :

To:     *@domain.com    delete
To:     *@domain2.com   delete
FromOrTo:       default                 deliver

Now for some reason, if i set default to DELETE then all my spam gets
deleted, however its just not picking up PER DOMAIN settings.

What am i doing wrong here?

I havent tested other rulesets, i figure if this is broken the others
probably are too.
