If it's of any use to you, the author of the tnef program recently 
produced a new version to solve a unicode problem with "foreign" 
characters appearing in the filenames. Upgrade to the latest version of 
the tnef program (which is already included in my distributions) and you 
may well find your TNEF problems go away.
