Matt,

I believe the instructions say to put the line:

QUEUE_GROUP(`mqueue', `P=/var/spool/mqueue.in, F=f, r=1, R=8, I=2m')

After the last "FEATURE" definition.

The lines:

# LOCAL_RULESETS
Squeuegroup R$* @ $* $# mqueue R$* $# mqueue

Should be the last lines in the file and should be:

LOCAL_RULESETS
# LOCAL_RULESETS
Squeuegroup R$* @ $* $# mqueue R$* $# mqueue
