Problem on whitelist/blacklist rules

Hi guys,
 Im trying to simulate the whitelist and blacklist rules for my MS. I tried configuring my Is Definitely Not a Spam with this whitelist.rules. 
 
 From:           test at domain.com            no
 From:            allow at domain.com            yes
 From:            default                              no
 
 This should result to tagging the sender test at domain.com as Spam. But it is not successful. What seems to be lacking here ?
