Problem with New Install

I just finished setting up and testing a new install of 
Mailscanner/Postfix/ClamAV/Spamassassin on a Fedora 4 machine.

The server setup was taken from:

I'm running into a problem where mail can be sent to a local recipient, 
it's scanned, but it sits in /var/spool/postfix/incoming until I 
'/etc/init.d/MailScanner restart' at which time the message is actually 
delivered to /var/spool/mail/'local_recipient'

I'm at a loss why, I believe, postfix must be restarted in order to 
deliver the mail.

Any ideas?
