4.49.7 microbug in filename.rules.conf

Julian,

I uncommented line 14 (the wmf line) in filename.rules.conf,
and 4.49.7 complained about a syntax error at startup.  I
realized the fourth argument of the line was missing and added
it (with a tab in there).  Happy after that.
