MailScanner and Clientmqueue

What would be the conditions for the messages generated by MailScanner
would be dropped in to clientmqueue instead of mqueue.  It seems that
all my warning messages are being thrown in clientmqueue but it's odd
that the ones that are sent to postmaster aren't.  I've never had a
queue runner running for clientmqueue since the box is just a
mailrouter.
