4.57.5: Max Spam Check Size

I changed mine to use a meg as I also found 150k to be next to useless,
the theory behind it that it costs the spammers to do bigger size msgs? 
sorry, thats just wrong with the methods they use today, it costs them 
no more to send a 10K or 1M

I agree this needs a disable value
