That chimes well with it being a wrapper (note: I have no such
knowledge, so get that notion confirmed!:-)... If fcntl (a.k.a.
posix:) is just a wrapper around flock, a file locking scheme using
either would end up with the same... namely flock, so there really
would be no problem at all.
It should be easy enough to make a couple of test scripts to see if
the "wrapper idea" really is true...;)
