If this is the outgoing queue (/var/spool/mqueue) then MailScanner has 
finished with them and sendmail has tried to connect to the server at 
10.1.1.22, that connection has timed out.  Sendmail should try to send 
these again.

You might want to look at why the server at 10.1.1.22 is not accepting 
these connections.
