Ruleset confusion

I have set a ruleset as the option for "Archive Email". However, 
mailscanner seems to be taking the ruleset for an mbox file and is 
trying to append the emails to it. I am sure I am missing something 
obvious but would appreciate a pointer.

MainScanner.conf contains

Archive Mail = %rules-dir%/archive.rules.conf


And the archive.rules.conf so far is simply

FromOrTo: default /email/archive


Logs show

Aug 16 16:11:30 mail MailScanner[27764]: Failed to append message to 
pre-existing mbox file /etc/MailScanner/rules/archive.rules.conf
