Mailscanner not scanning all emails

How can I get MailScanner to scan all port 25 traffic even if

Looks like you have a ruleset created to not scan mail. What do your logs
say? That might even tell you which ruleset is being used.
In line with our policy, this message has been scanned for
viruses and dangerous content by MailScanner, and is
believed to be clean.
