How to debug IPBlock?

Does the recent MS come equipted with IPBlock? I looked through the 
stable and dev tarballs and didn't see it in  either of them.

I love MS but guess I really need to upgrade mine. Am running a version 
from a while back but it keeps on chugging along fine!

Running 4.40.11 so I guess I'm really behind the times. Oh, well.
