Messages not getting scanned (still)

Good day.

I am still battling this little problem, but finally have something to
go on.  It appears that the only time messages are sneeking by is when
there is at least one defered message in the queue.  I have reviewed
log files from several (about a dozen) messages that got past
unscanned, and each one has a defered messages after it with the same
sendmail PID of the message that was let go.  Attached is a log
snippit showing what I mean.  Anyone have any clue where I should go
from here? (please, please, please)
