Messages not getting scanned

In Mailscanner.conf:
Spam Checks = %rules-dir%/spam.check.rules

spam.checks.rules:
From: 127.0.0.1  no
From: <our firewall address>   no
FromOrTo: default   yes

I have the firewall address in there to keep outbound emails from
being scanned, and the loopback address for obvious reasons.
