Messages not getting scanned

Are you running Linux?
Please check you have *not* got the sendmail service running, and not 
starting on reboot. Do this lot:
service MailScanner stop
service sendmail stop
Check you have no sendmail processes running at all
Check you have no MailScanner processes running at all
chkconfig sendmail off
chkconfig --level 2345 MailScanner on
service MailScanner start

and see if that helps at all.

Also, make sure you haven't got any webmin/cpanel/whatever software 
running that may be trying to restart sendmail.
