User-wise content parsing from rulesets in a database

Hi all,

  I want to take some specific actions on mail arrival at smtp server ,
like sending SMS , depending on the user defined rules. These rules will
be stored in a database ( postgres or Mysql )
Is there any mailscanner addon I can directly use.
