No it doesn't. The DNS checks done by SpamAssassin are totally
independent of spam.lists.conf. In SpamAssassin 3 this rule has been
renamed and you now need

score RCVD_IN_RFC_IPWHOIS 0
in spam.assassin.prefs.conf.
You will need to restart MailScanner after making this change.
