procedures for getting stuff out of the quarantine on older MS version

What may be some use is a system we are working on here that will  
allow users to retrieve files from the quarantine, with a sysadmin  
approving or denying each case given the relevant log entries to look  
at.

This may be the solution for you. The guys working on it are busy  
with other things today, but I would hope this system will be up and  
running within the next couple of weeks or so. So version 1 will be  
out then, and we will develop and improve the system once we start  
using it in production.
