Mailscanner children exceed Max Children setting?

Yes this only happens on the SA 3.0.2 server, the 2.6.4 servers are just
fine!  But the 3.0.2 server is more likely to backup at times, causing the
queue to get large, and so I am wondering if its in MailScanners nature to
go 5 higher than max when the queue size is large? Or if this is just a
mailscanner bug.
