AWL again

the AWL gets quite a bit of traffic on the sa-users list.

for domain level checking (like most MS installations do) I find AWL a
pain. I disable in spam.assassin.prefs.conf (the MailScanner.conf option
doesn't work against SA 3.x and Julian's not figured out why..)
