OT (Sort of) header_checks

I would add it above the MailScanner line, as it appears to reject a 
load of messages. Then hopefully only messages failing this test will be 
passed to MailScanner.
I'm no expert Postfix user though, so I would double check it by hand 
with a few test messages.
