You could do with this a "Custom Spam Scanner" which is run after the 
whitelist and blacklist code but before anything else. It could look to 
see which RBLs hit (if any) and modify the sascore and gsscore 
appropriately. The code you need to hook into is all in Message.pm. The 
API is described briefly elsewhere, it's all pretty simple.
