adding a reject reason to spam messages

    [ Your display is set for the "US-ASCII" character set.  ]
    [ Some characters may be displayed incorrectly. ]

Is it a "correct" behavior to return a message to the sender telling that
the email was reject because it appears to come from a spam-listed
source?
can this be implemented with mailscanner? how?

Something like the original message with the following text appended to
the top of the body:
" Your message was reject because your domain (or ip) is listed in one or
more spam-blacklist servers."
