Problems with inbound mail queue

I think the problem only occurs when sendmail and MailScanner have a
tussle over the same file. If the sendmail process is finished before
the MailScanner process tries to access the file, there is no
contention, and no locking problem.
But sooner or later, there will be a contention problem, and the newer
sendmail will choke itself.
