One more way to check if tarpit has been compiled into qmail is this:
# grep tarpit /var/qmail/bin/qmail-smtpd
Binary file /var/qmail/bin/qmail-smtpd matches

Here's a way to stop using it:
# cat /etc/tcp.smtp
MailScanner_IP:allow,RELAYCLIENT="",TARPITCOUNT=0,TARPITDELAY=0
:deny

And finally make sure, your /var/qmail/supervise/qmail-smtpd/run is
using '-x /etc/tcp.smtp.cdb' via tcpserver.
