Mail loss after upgrading to 4.40.11-1 due to missing .rules

Thanks for highlighting that. I try to encourage people to always use a
.rule or .rules filename suffix, but it's definitely one for the FAQ.
It is probably adding a header called that, or trying to forward to that
as an email address.
The upgrade_MailScanner_conf script knows nothing about the contents of
the options or the versions it is upgrading from or to, so adding any
checks in there is pretty much impossible.
