filetype.rules precedence?

That is exactly what you should expect.

I've patched my copy to use a special keyword in filename rules to
override filetype rules.  However this could be easily confusing, I'm
hoping Julian might adopt my feature suggestion to allow the
specification of attachment filenames in rules files, which would also
solve your problem.
