filetype.rules precedence?

Hi

One of my customers wants to send an email with a
specific exe as an attachment.

Ive set up a filename.rules ruleset for him and added

allow   abc\.exe$ - -

It seems to pass this rule but gets denied by the
filetype.rules i.e.

deny executable No Executables No programs allowed

Is this what I should expect? should the
filename.rules not take precence and allow the file as
ive explicitly allowed it?
