Cannot get SURBL working

I am trying to get SURBL working on one box running MS 4.34.4 and SA 3.00

All the perl modules are installed and the test run of SpamAss shows that
URI is working but... spam mails are not rated / marked for hits on URI
tests however.

Any ideas what the cause for this could be?
